E8 has amongst the most extensive experience in Queensland in the management of combustible cladding and is acutely aware of the risks, opportunities, process and requirements of the legislation having been appointed as the NCBP Taskforce Technical Advisor. In this role E8 assisted in the drafting of the legislation, managing the government web site development and overseeing the UQ test laboratory set up. In addition, E8 is the project manager responsible for the documentation, procurement, removal and replacement of 17,000 m2 of non-conforming cladding to the PA Hospital and a range of other health facilities within the Queensland Health portfolio.
On 24 August 2017, legislation addressing non-conforming building products (NCBPs) was passed by the Queensland Parliament and on 1 October 2018, the Building and Other Legislation (Cladding) Amendment Regulation 2018 came into effect.
The new legislation takes a pragmatic approach to the identification, risk assessment and rectification (if needed) of combustible cladding and in the short term, only requires building owners to complete an online combustible cladding checklist. The checklist assists in determining the type of material used on their building and whether any further assessment is required. Depending on the outcome of Step 1, building owners may also have to undertake Step 2 and/or 3 of the process. E8 can assist with Step 1 and can facilitate Step 2 and/or Step 3 if required. E8 can also assist with attending the site to take samples, have the samples tested and provide a Building Fire Safety Risk Assessment (BFSRA) report as well as manage any remediation works that may be recommended from the BFSRA.
Where things can get a little tricky in the short term though is in relation to building insurance. The National Insurance Council has set out clear guidelines about what it deems acceptable and not, which can affect both insurance premiums now and claims later.
